This is an analogical reasoning.

Central discount stores will close due to competition from S store, but vacant places will be filled with new non-discount stores. This is so because of an analogy: Central stores have been closing due to competition from C store (whether is a discount or non-discount is irrelevant), and vacant places have been filled with new stores. Assumption: these stores should be non-discount stores.

B attacks the assumption: new stores that filled the vacant places were, in effect, discount stores.

So, discount stores were simply replacing discount stores. Thus, they didn't suffer from competition with C store.
