Why D is not correct? 是因为air quality 不等于smoke 吗?

The matter here is not whether air quality equals smoke.


Here we want to support the argument, that is we should show that open fire do cause harm to human health. As E stated.


In D, we know that this law is useless, then the argument is weakened.

D选项是削弱原文的结论把。其实我想问,OG12上说B选项其实是使得“less of a need of legislation”为什么?
