我觉得是这样的啊，他说没有鼓励借款超过贷款，就只能是对于纳税人收入的税赋降低，这样，纳税人的收入就高了，所以纳税人就不用借款了，如果把税手的很高，不够花，就都去借款了。

如果是一直支持贷款而抑制存款，那么就不会有针对存款而减少税收的优惠政策了（鼓励存款）
