答案给的是4，我觉得排除法倒是能选出来4，但是感觉那么牵强呢
既然已经prohibit了，那么parents 买不买有什么关系呢？

未成年人有两个渠道可以得到电子游戏 -- 自己买或者父母买. 法律仅掐断了其中一个渠道( 自己买)

原文说的是禁止卖游戏给孩子孩子不会的病
D说的是父母不会给孩子买游戏说的是孩子得到游戏的途径可以是原文的假设
