求助两道prep数学题

先来一道DS：
Of the 60 animals on a farm, 2/3are either pigs or cows. How many are cows?
(1) the farm has more than twice as many cows as it has pigs
(2) the farm has more than 12 pigs
答案是C
但我觉得只有（1）就足够了，不是说猪或牛的数量是40么？既然一共是60，并且牛的数量是猪的2倍还多，那牛的数量肯定是40呀。
不明白

再来一道PS
Before being simplified, the instructions for computing income tax in country R were to add 2% of one's annual income to the average (arithmetric mean) of 100 units of Country R's currency and 1% of one's annual income. Which of following represents the simplified formular for computing the income tax, in Country R's currency, for a person in that country whose annual income is I ?

答案是 50+I/40
这道题没读懂呀，哎

我先说第二题，计算的方法是R=2%I+1/2(100+1%I) 整理一下就是答案了

第一题还是我读题有问题。。。如果P+C=40的话，再用C>2P>24就能做出来了
