一道翻译题目请教

近日每天坚持在看杨鹏的难句教程收获坡丰，但今日陈书的一句话，我愣是没看懂：
The recent decline in the value of the dollar was triggered by a prediction of slower econmic growth in the coming year.But that prediction would not have adversly affected the dollar had it not been for thr government's huge budget deficit,which must therefore be decreased to prevent future currency declines.
我是从BUT那一句话开始就怎么读也读不懂了。中文的解释是但是如果没有政府的巨额预算赤字，该预测就不会对美元有负面影响，因此必须降低该赤字来防止将来的货币贬值。
可能我的功力还没达到，拜托各位大侠了！

问题可能在于这句话的理解:had it not been for the government's huge budget deficit.这是一句倒装句,相当于:if it had not been for the government's huge budget deficit. 后面的which从句修辞budget deficit
