"政府取消对航空业管制的决定对每个缺少机会去大城市机场的人的不利起作用了" 也就是说“政府取消管制有利于每个缺少机会去大城市机场的人”
这好像与industry rep说的相同！！！！请解惑！！
“Policies that result in an increase in the number of flights to which consumers have easy access do not generally work to the disadvantage of consumers. ” 是不是可以这样理解:
"导致顾客能够很容易乘坐的航班增长的政策并不一般对客户的不利有作用" 既是:"航班的对客户的不利没有作用"？
