if it cannot be known who the actual nominees are until prospective nominees have given their consent to be nominated
it cannot be known who the actual nominees =can not be told
且until是必要条件,until前加not变充分条件
prospective nominees can be told who the other nominees will be-->consent to be nominated
就是说在你同意之前你要被告知你的其他候选人,但是你要被告知其他候选人你才能竞选,循环逻辑,E对
