原文的意思是曾经两次因为argon的贬值导致export的增加，所以这次为了刺激export，政府决定再人为贬值货币。D的意思是这个国家的生产总量跟不上的，即使因为货币贬值导致国外对这个国家的产品需求增加，这个国家的目前生产水平无法满足和供应更多的量了，所以无法导致export的增加。C选项是个无关选项。这次政策是否会有效和前两年的变化趋势根本没直接关系的。
