答案为何是D啊？

恩，题目说，一个条件是，an over centralized economy影响了 country X 比较贫弱的农业产能。假如其他条件equal(same climatic condition)，结论：Y的农业产能上升，X的下降。
题目要求削弱，那么也就是找一个不是an over centralized economy 的原因导致就可以了。答案D说的是另外一个条件，也就是crops的品种问题。所以可以削弱以上结论。
如果是support／strengthen的话，那就要找一个是over centralized的这个因素导致Y的农业产能上升的咯
