[求助]GWD的三条题目,请指点呀.

请高手指点迷津呀,正在复习GWD的题目,感觉有点吃力,可是也正在慢慢适应.有很多时候,是因为自己不仔细思考题干所说的意思就匆匆忙忙开始做题，很没有效果.

1.Partly because of bad weather, but also partly because some major pepper growers have switched to high-priced cocoa, world production of pepper has been running well below worldwide sales for three years. Pepper is consequently in relatively short supply. The price of pepper has soared in response: it now equals that of cocoa.

对于黄线那句我不是很明白，“胡椒粉价格是上涨意味着农民转而种植可可粉。。。”后面我就弄不懂了，尤其是“no better off。。。”可能我断句有错误，请指教。

联邦政府这样的农业政策是有利于一类人，这类人的生存依靠于种植，“often end up harming another such group”这句话就翻译不下去，难道是理解成“种植最后会因为土地的原因伤害了另一类人的生存？”感觉怪怪的。

The bottom of the middle layer contains some pieces of pottery of type 3, known to be from a later period than the time of the destruction of the city, but the lower layer does not.

我觉得我的问题是，由于生词导致我对句子理解不清，“a人发现了些东西，通过这些东西，能了解城市毁损的时间，但是最低层次的就发现不了这些东西。。。”这就是我第一次看题时得出来的东西，破碎零散。不知道你们是怎么样的。

哪位能解释下吗?我的确不怎么懂.
