请教，has or have？

这是2004年VOA里的一句话，我觉得逗号后面的has 应该改为have，我认为它是“Americans”的谓语，与前面的have是并列的。

麻烦各位高手指点一下，如果不是，请指出has是谁的谓语，整句该怎么翻译，谢谢！

He says Americans have come to accept that their nation is at risk, and with that acceptance has come the ability to focus on other matters.

我觉得has是指that acceptance。

偶认为后面这句是个倒装，真正的主语是the ability to focus on other matters,所以应该用has。这句变成正常语序就是：the ability to focus on other matter has come with the acceptance.
