总统那边逻辑的关键是,这个报告不是我们搞出来的,是武当派那帮爷爷搞的,要认定这个报告的客观性.而不是说谁的地盘被废的多,谁的被废的少吧.

是不是这里面把浪费项目分为了两种：canceled projects和scheduled  projects？

其中canceled projects中反对党辖区占90%，有人以这个为理由说这是政治惩罚

如果B选项取非说scheduled  projects大多数都是执政党辖区的，更加说明执政党偏袒自己项目取消反对党的项目，因此反驳结论说是预算因故。

还是很晕乎，有没有人再来讲讲？
