The value of a product is determined by the ratio of its quality to its price. The higher the value of a product, the better will be its competitive position. Therefore, either increasing the quality or lowering the price of a given product will increase the likelihood that consumer will select that product rather than a competing one.

the conclusion of the argument is:

increasing th quality or lowering the price(increase the value of the product)==> improve the likelihood that the consumer will choose the product

the consumer will only choose the product if he/she believes that the product has higher value than the competing one. So, if the consumers perception of the quality of a product are based on the actual quality of the product, the conclusion will be strengthened.

Think about this, although the quality of  a product is really very good,consumers don't  knows about this...

E的意思是 消费者所认为的质量就是产品的实际质量。如果消费者把其他质量加入考虑,比如 售后服务质量,广告质量加入考虑的话那么increase(product) quality就不能达到目的了
