The secretary said 90% of the projects cancelled. 90% refers to the number of project. it is not to compare the cost of project.

since the objection was offered by oppsition parties, so the best way to support the secretary's argu is find sth to approve what these parties said are not so strong;

"B" obviously means opposition parties and President's party actully stand on the same side--the best answer;

but the whole statement said nothing about "price/cost"
