答案是C，我觉得尽管其他答案都不对，但是C也感觉不对。FF的解释是，2 million couples就是1982年的数据，可我觉得2 million couples说的是现在的情况，因为用了现在进行时，而1982年的数据，50,000 adoptions明显用了过去式。所谓的the last year for which figures exist也是在修饰number of adoptions 而不是 number of couples waiting to adopt。如果number of couples waiting to adopt和number of adoptions不在同一年，那么C所建立的number of adoption与number of children available 之间的桥自然不可以去strengthen结论。
