Sentence above is saying that there are not enough delegates who represent social scients in an advisory councils of NIH. And these councils give advise to NIH and the insufficient amount in NIH will results in a relative lack of NIH financial support for social sciences.

degrade是有机物降解的意思，biodegradable, 是指可生物降解的

我理解为：Social scientists act an inadequate role of advisory councils which adivse NIH and recommend policy, so they can't get the financial support for social science.
