答案为C，为什么A不对呢？既然说such joint international projects may allow United States firms to win foreign contracts that they would not otherwise be able to win.那么说明这些project在公司单独时不能handle，必须要和别的公司合作才行

大家理解一下，both  and是一体的，还是and作为连词，more common连接past，less common 连接now

我也觉得A有道理，答案是C. 可是怎么排除A呢？

是说联合起来比单个容易赢，但是也没有说是因为too big啊，

我觉得做GMAT千万别想太多了，题目说什么就是什么，不能发散太多
