我想如果能说通A只能这么想，但肆意假定和推测的成分太多。1 并未说扩建范围由支持者的税金多少决定。2并未说会依据人们报告的拥挤情况就行扩建

但E，我也觉得不太好，因为和suburban没什么关系。
