How many members of a certain legislature voted against the measure to raise their salaries?
(1) 1/4of the members of the legislature did not vote on the measure.

(2) If 5 additional members of the legislature had voted against the measure, then the fraction of members of the legislature voting against the measure would have been 1/3.

解释把1和2放到一起分析的时候给出了24和36的例子，但明显没有满足第一条啊？

难道说did not vote on the measure的部分同时包括against和弃权的？

did not vote on the measure就是弃权
放到一起分析的时候是说总投票人数（假设为v)必须是整数，那必须满足x/4（条件1里弃权的人数）和x/3(条件2里假设总人数不变，但之前弃权和/或投赞成票的人里多了5个人改投反对票的人数）必须都为整数（这个是常识，不管是弃权人数还是虚拟投票反对的人数应该都是整数，不可能为分数），所以解释里给出了24和36的例子
