ANSWER D IS CORRECT. D CLEARLY POINT OUT THAT DOLLAR DEVALUATION IS NOT CAUSED BY BUDGET DEFICIT BUT BY PREDICTION.

ANSWER A IS COMPLETELY IRRELEVANT AS "GOVERNMENT'S ATTEMPT" HAS NOTHING TO DO WITH ATTACKING THE CONCLUSION ITSELF, RATHER, IT IMPLIES THAT THE BUDGET DEFICIT INDEED CAUSE DEVALUATION.

D 在未有巨大赤资前，经济缓慢增长的预测会经常性的导致美元贬值
而措施budget deficit, which must therefore be decreased to prevent future currency declines.就不会有效了
意味着即便把赤资降低，经济缓慢增长的预测还是会经常性的导致美元贬值。。。措施无效

A选项，举个例子

老师：学生们连家庭作业都不完成。为了杜绝这样的事情再发生，家长们应该监督学生做家庭作业。
问削弱.......
选项：家长一直以来从不监督孩子做家庭作业

楼上两位大神都说得很具体了，我补充一下我的观点。
这道题是削弱类型中的原因论证题，读完题后预判他因削弱/有果无因/有因无果/因果倒置等削弱方向。
D选项是从有果无因的角度给出解释。
