Neither compares tasks in dissimilar jobs in an effort to determine whether or not what is necessary to perform these tasks-know-how, problem-solving, and accountability-can be quantified in terms of its dollar value to the employer.

以上....搞不清楚后面“ to determine whether or not what is necessary to perform these tasks-know-how, problem-solving, and accountability-can be quantified in terms of its dollar value to the employer.”的意思，特别是“whether or not” 后面那部分。为什么有个“what”？后面一串怎么理解？

两者都没有去对比不同工种的任务，以图去判定：对雇主来说，完成“知道如何做”、“解决问题”和“负有责任”这些事情的必要技能，是否可以根据金钱价值去量化。
