A说，赞成轨道交通系统扩充的大部分人报告说她们（从这个扩充计划中）的主要收益是公路上（可以因此而）减少的拥挤。换句话说，大部分人都倾向于使用公路交通。这样这个铁路扩充计划对于减少公路上的拥挤就没有多少用了。

我看了之后，觉得既然大多数人的主要收益来自于减少的拥挤，那么这个扩充计划如果成功的话，肯定会减少拥挤，并且取得成功，而不是像原文结论所说的不会成功的缓解交通压力呀？前后有矛盾呀。请各位大虾指教。

Ａ是说大部分人都倾向于公路交通，所以铁路人会少很多→不会很拥挤,所以铁路的扩充并非对症下药，是缺乏意义的

Choice A is correct, because the expansion plan can ease the congestion on the rail highway, but not on the highway -road system. Most supporters appear to have mistakened the two concepts: mistake rail highway for road highway. In this sense, the plan cannot help the goal.
