Shelbyville is a place of tourist attraction. In Shelbyville’s two most famous sight spots, one is located in the east part of the city and the other one is in the west. The way that links the west part and east part of Shelbyville is a one-way road, so all the tourists who travel in Shelbyville always went from west sight spots to east sight spots. Since a great many tourists just want to go to the east sight spot, Shelbyville’s travel agency propose to organize tour groups that only travel to the east sight spot to meet the desire of those tourists. 

Which of the following, if true, most strongly supports the claim that the proposal, if carried out, will have the announced effect?

A. Tourists who just want to go to east sight spot will not force their tour group to travel to the west sight spot after travelling to the east sight spot.
B. The cost of travelling to east sight spot only will not exceed that of travelling both to the east and to the west.
C. Almost all famous local attractions are scattered along the highway to the east part of Shelbyville, these are what attracts the tourists most.
D. Most of the tourists who want to go to east sight spot are adolescents, who are the most important consumer groups in Shelbyville.
E. In east part of Shelbyville, a large discount shopping mall, which can attract tourists from other cities to the mall, will be built in 2 years.

Argument Evaluation:

Situation: Shelbyville 是一个旅游胜地,这座城市分为东西两边。连接东部和西部的道路是一条单行线,所以大家现在只能先到西边后到东边。现在因为有大量游客只想去东边旅游,所以Shelbyville的旅游部门决定组织就去东边的旅行线路

Reasoning: Which of the following, if true, most strongly supports the claim that the proposal, if carried out, will have the announced effect? 这个题目的结论是:“Shelbyville’s travel agency propose to organize tour groups that only travel to the east sight spot to meet the desire of those tourists. ”这个计划如果能满足只想去东边旅客,就必须能保证这些去了东边旅行旅客不再想去西边,否则推出一个只到东边的旅行线路就反而会让情况变的更加复杂(因为只有从西边到东边的单行线)。也就是说,如果游客去了东边后会不会改变主意又想去西边的话,这个计划就可以达成效果。

A. 正确。这个选项加强了这个计划能达成想要的效果。如果大家在游览过东边后,不会强迫旅行社带他们再去西边的话,那么这个方案就可以缓解现在有大量游客只想去东边的问题。

C. 这个选项说明了为什么大部分游客只想去东边旅行,属于对于前提的解释。

个人觉得答案应该选A  也不知道对不对

A  正确
B cost 无关选项 文中没提到成本的问题
C 无关选项
D 感觉不对 D选项里面说的是who want go to east spot 而题目说的是 just want to go to east spot 先去西边再去东边不影响参观east spot啊
E shopping mall 也是无关选项

Question: ... most strongly supports the claim that the proposal, if carried out, will have the announced effect
What's the announced effect? In other words, what's the purpose (goal) of this proposal?


Shelbyville’s travel agency propose to organize tour groups that only travel to the east sight spot to meet the desire of those tourists
Here's the announced effect: "to meet the desire of those tourists"
those tourists = "a great many tourists" who "just want to go to the east sight spot"


Therefore, all we care is their desire - "just want to ..."
Other things such as attractions along the highway (C) and shopping center (E) are out-of-scope, let alone considerations such as costs (B) or the already-established necessity of serving those tourists (D).  


Choice (A) is perfectly written in a way that focuses on the desire of those tourists. We know that those tourists just want to go to the East sight, but do they have additional desire? (A) addresses this issue.

Travelling cost in (B) is orthogonal to the announcement. Attraction along highway(C), if true, would only weaken the proposal. Consumers' predilection(D) does nothing with tourists' behavior. E will enhance the validity of this proposal, but it is not the strongest since shopping center is not the critical issue in this proposal.

A clearly rules out other possibility that the tourists will want to visit west sight afterward.

原文结论是Since a great many tourists just want to go to the east sight spot, Shelbyville’s travel agency propose to organize tour groups that only travel to the east sight spot to meet the desire of those tourists.  
需要注意的一个是管理tour groups,另一个是only。
A选项中说去东边玩的旅客在参观结束后不会想再去西边了,也就说明这个only去东边的tour group正好满足了这部分游客的需求。
B、C、D、E都是无关选项

我认为答案为A。
A选项最为直接相关需要参观的地点。

我觉得是B,
A选项, 并不能让结论更有道理吧。因为逛完东边的不想再去西边不等于逛完西边之后再去东边然后不想再回西边吧。
相比B选项,如果不会让直接逛东边的花更多的钱,那只想逛东边的就直接去东边逛了, 这个是support吧
