[HELP]OG13--D42题目求大牛指点!急啊!

The Supreme Court has ruled that public universities can collect student activity fees even with students' objections to particular activities, so long as the groups they give money to will be chosen without regard to their views.
(A) with students' objections to particular activities, as long as the groups they give money to will be
(B) if they have objections to particular activities and the groups that are given the money are
(C) if they object to particular activities, but the groups that the money is given to have to be
(D) from students who object to particular actitivities so long as the groups given money are
(E) though students have an objection to particular activities, but the groups that are given the money be

正确答案是D,  我可以排除ABCE , 但是对于OG里面的解释我不理解 ,  特别是指代问题 .  希望各位给些建议

OG解释如下:
选项A: they  does not have a referent,
我的疑问: 为什么they没有指代呢?
               prep上面关于代词指代问题的解释:
            ●代词不一定是就近指代(但过远一定不好),通常代词指代对象的查找顺序为:
            ●(1) 主从句中:先指代主语的核心词,再指代宾语或表语的核心词,最后指代修饰语中的名词。
            ●(2) 并列句中:有2个或3个句子并列,第2个或第3个句子中的代词应该优先指代第1句中主句的名词
            按照这样的逻辑,they应该指代public universities.(即使这样的指代有语法错误,但是我认为不能解释说they没有指代词啊)

选项B:they指代activity fees
我的疑问:按照上面prep的解释, they不是应该先考虑主语的核心词吗?那主语的核心词不是public universities吗? 为什么OG说指代的是activity fees呢? 我不明白...

顶!同问~~~OG的解释是To which does “they” refer?It would appear that the "universities" must give the money,but "they" does not have a referent.
为什么they不能指universities呢?而要说they无所指呢?

A选项中,因为students是在所有格结构中,所以they不能指代students.
B选项中,they也不能指代students,因为前面只出现了单数名词student,而且是作为形容词修饰fees
C和E中,出现了多余的连词(C:even if, but      E: even though, but)
