关于provides the strongest究竟算什么题型的一点疑问

答案选D,说那些多的人不是都在高峰期所以车次只增加一点点也hold得住,这个理解得通。问题是很多地方把这道题归为加强或者说支持题,包括陈向东的归纳也觉得“provides the strongest grounds for”这个说法是支持题的。但这为什么不是假设题呢?正确答案并未出现新的信息,而且可以取非削弱啊。。。 而且“提供最坚实的基础”不也说明要给的是一个必要条件也就是这是假设题么。。。望解答,拜谢
