首先，你要明白题目问的是以下哪个假设削弱结论，underlying在这里是削弱的意思，不是潜在的意思，所以C选项削弱了原因，因此导致结论不成立。

我真的不知道为什么有那么多的逻辑做题方法，其实我们每个人都是有逻辑的啊，只要你逻辑正常就好了，什么取非，什么他因，都是瞎扯，请问你们做中文逻辑题说这么多么？你只要自己读懂题，一切OK。请你仔细的看题，题目问的是Which one of the following is an assumption underlying the argument in the passage?也就是问这篇文章的逻辑。这篇文章的逻辑是什么请问？就是说，去年八月以来的机械事故报告规则严格了，这个又导致了报告的频率上升了50%。题目问这篇文章是基于什么假设呢？就是事实其实没有那么高的机械事故率，这恰恰说明了是由于rules 而accounts for 报告率的上升。取你吗的非啊
