题干中说只有政府买香烟,如果限制烟草使用,抽烟的人数下降,同时香烟销售下降,政府收入下降。

但抽烟人数下降后,抽烟引起的疾病减少,政府在医疗的开支减少。

政府收入和开支同时减少,政府不一定负担不起
