感觉有点上当了看到最后一句话把文章主要的忽略掉了，而且文章里只提到了这些人跳槽也没说他们的experience，我自己引申出去了

讲讲自己的想法：
刚开始自己也选B后来看了楼主的答案是D，我想是不是B错在the most part upon，从短文中不是the most part upon而是直接的因果联系：The quality of medical care ... will thus be improved. 所以B错在the most part upon.

D选项和明显是 Publicand nonprofit agencies will be able to entice these professionals to return topublic health jobs if salaries are made commensurate with those paid in theprivate sector. 这句话的同义改写，就是医生会因为工资问题再次从私立到公立，这句是提高工资后他们回来的前提

所以答案是D，个人观点仅供参考！
