16. The imposition of quotas limiting imported steel will not help the big American steel mills. In fact, the quotas will help “mini-mills” flourish in the United States. Why the answer is E. If E is OK, I feel D also OK. 无非说明小公司大公司产品定位不一样罢了,为啥E行D不行呢?  

应该是本来有三方在竞争, 大公司,小公司和外国公司,现在有进口限制了,应该大小公司抢原来外国公司的市场份额.  最后那句话的意思是: 小公司会从大公司手里抢到比原先外国公司从大公司手里抢走的份额更多的份额.  问怎样削弱?                       太搞了,我都晕了.  有哪位高人可以指点一二?

题目说：加上配额不好，因为小工厂会从大工厂手上抢走更多的份额，比之国外的厂商

E说：小工厂生产的东西，大工厂不生产，即小工厂不会抢份额

D：小工厂生产的比大工厂的质量好。反而加强了结论。的确会抢份额

可是我还有点疑问: 如果大小工厂生产产品不同,则实行进口配额后,原来由外国公司所占的大公司份额必定还是有大工厂夺回啊? 那为何原文又说实行进口配额没有帮到大工厂,应该有帮到的吧?

另外,我还是觉得有点搞,你可不可以帮我理理这道题的原文line of reasoning? 哪部分是前提? 哪部分是结论? 削弱题应该是削弱结论的吧,我怎么觉着原文前两句话象结论,而最后一句话(题目让我们削弱的)反而象前提呢?
