“proposed building parallel to shore a breakwater of rocks”中，结构是怎么分析的呢？

我的观点是，“parallel to shore”前置了，因为“a breakwater of rocks"后面要接that引导的定语从句。这样的话，building在句中是动词的词性，而不是我之前认为的名词。但我查过longman字典，propose是及物动词，只有propose to do的用法，没提可以propose doing。我又查了google，好像propose doing的用法在某些时候也存在的。

不知道哪个对？如果propose doing的用法成立的话，那这道题的结构就很好理解了，否则要再想一想。

我觉得是把长宾语a breakwater of rocks that ...后置

absorbing...and protecting...在这里是修饰buffer用的

我觉得这样用有歧义，分词优先修饰主句的主语the Army Corps of Engineers 。难不成是就近修饰？请DX指教。

我记得有一种说法是 A of B that， 这里that就近修饰B,后面的absorbing进行时优先修饰主句，也就是rocks (如果that是修饰rocks的话)
