1A certain department, say the financial department, should be authorised to make the decision of the company's revenue distribution. They are specified in dealing with the finance of a certain company. All the members of the financial department have expertise and experience which will help them make professional decisions of the company.

2It is counterproductive to let all the employees involve in the decisions of the disposition of revenues.

3However, the company should do it best to perfect the decision making process, including supervision and counsel from other parts of the company. Leave the financial department alone to make the decision will inevitablely cause corruption and disregard of the shareholders' benefit. And the members of the financial department will take advantage of the decision making at the expense of other co-workers.
