An annually conducted, nationwide survey shows a continuing marked decline in the use of illegal drugs by high school seniors over the last three years.

调查是针对高中生的,而推出的结论则是20岁以下人群的情况。
由于高中生不等于20岁以下人群,答案C告诉我们二者的比例是相同的,从而填补了推理的GAP。
