Certainly for B. Please pay attention to the word ALREADY. Key B means that it is a currently existing condition that the private vehicle drivers spend more than the people taking bus. The mayor's reasoning is that if the private vehicle drivers spend more than the bus takers, then the private vehicle drivers will swith from using their cars to using the bus. However, If currently the spending of the car drivers is already higher than the bus takers, then it will not make any sense to adopt the plan referred in the reasoning (Five dallars is absolutely not an amount huge enough to change the driver's attitude because we can see  the phrase"considerably more expensive"), because the currently existing condition has no good bearing on the congestion.
