答案是D吧？
这个题估计ccronaldo想多了，结论是：该行动有可能导致国际间合作的裂隙
而我们从文中能获得的说法是，国际间合作的亲密无间是贸易制裁成功的必要条件。
那么claims就应该是，该行动有可能失败，因为合作协调才能制裁成功，如果失败的话，就可能导致合作裂隙。
是一个比较典型的架桥思路。
A把桥架向了“该行动可能会失败”，方向是正确的但是距离正确答案仍然远了一步。D是直接说出了行动可能会失败，不用你去从balance of opinion去推测出这一结论（行动失败）
B其实又强调了一遍原文中的信息：For a trade embargo against a particular country to succeed, a high degree of both international accord and ability to prevent goods from entering or leaving that country must be sustained
并没有给我们新的信息。

我看OG上解释的是A中The balance of opinion 没有涉及，没有信息可以推断出，所以不能得出该结论。
B中说只要有international opinion 就可以了，但文章明确说明需要BOTH international opinion and ability to prevent goods from entering or leaving 所以不能得出这个结论（另外我认为该答案中说的unanimously也违背了文章中 a high degree ）
所以A B都不对。（G友们，如果有其他见解的，麻烦讲解哈O(∩_∩)O）

贸易制裁要成功需要封锁封锁会导致国际纠纷因此贸易制裁会导致国际纠纷
综上所述贸易制裁又需要国际合作又会产生国际纠纷
因此会失败
这么想对不对了？
