答案是E。请问A为什么错？首都的车子大多是93年以前生产的，所以没有安装催化转换器，剩下的小部分车是93年以后生产的，装了催化转换器，所以首都二氧化硫排放的减少不明显。这样想有什么问题吗

这里已经说comparatively high 了

A 根本不是问题 .. 而且很正常。降低污染的关键是变化，本来100%的旧车，很多被新车代替，哪怕20%、30% ，也应该有效果。况且上面已经说了和其他地方比都属于比较高了，而全国整体范围内污染都显著减轻，可为什么这里没有呢

显眼E的解释更合理：虽然新车比例在全国范围内算高的了，可这个城市开车都是短途，减污装置压根无法发挥作用。无法发挥作用，那污染当然没有显著降低了
