D是不对的，D说不是所有的arrest都会导致conviction，题干明确指出了arrests会增加，相应的conviction增加量可能会小一点，但 salaries of additional court and prison employees一定是会因工作量增大而增加，不能反驳题干。

此题答案为E,但我觉得D更对，求高手相助！！！
