此题答案为E,但我觉得D更对,求高手相助!!!

D是不对的,D说 不是所有的arrest都会导致conviction,题干明确指出了arrests会增加,相应的conviction增加量可能会小一点,但 salaries of additional court and prison employees一定是会因工作量增大而增加,不能反驳题干。
