求问B选项为何不对,B选项说如果不收拥堵费则未来五年交通拥堵会增加6%,不就能证明“收拥堵费”是能起作用的吗?

B项只是说预期如果不收拥堵费会怎么样,但是并不等于“收了拥堵费”,交通拥堵就一定会缓解啊,会不会收费环节使得更加拥堵?

这题我做对了,但当是在A选项上纠结了一会儿,感觉直接选C,显得这题出得没水平。后来仔细理解了一下A选项,觉得A项是削弱项。A选项说,1/5在市中心的车是因为在从城市的一边到另一边的途中。无论直接穿过市中心、还是到市中心来或从市中心走都是,都是从一边到另一边,这就说有4/5的车,也就是绝大多数只在市中心运行,不涉及进入市中心,因此收费起不到效果。
