答案选c。可是我觉得c也不是很准确。如果给老年人用的食品和服务的价格增加了但是增加幅度没有超过15%的话,那么老年人的生活条件应该还是变好了的呀。

C是最合理的解释了啊,它阐述了一种可能性,导致老年人生活并没变好~~

注意答案的关键词:have increased at a rate much higher than the rate of infl ation.
说的很明白,“食品和服务的价格增长率” 远远超过 “通货膨胀”!
这个答案很准确!

因为A说全靠救济金生活的老人,既然救济金提高了20%,通货膨胀又在5%一下,那么生活多多少少都会好一些,这和D选项的解释差不多,其次,C选项是最直观的一个。
