the conclusion said that since per capita income will rise but grain production will not increase, G will soon have to import either grain or meat or both. I think there is a underlying assumptions: the author believes that the consumption of the meat and grain will increase. SO, the E exclude a possibility that the total consumption would decrease.

if you negate E, people in Gortland who increase their consumption of meat will radically decrease their consumption of grain. The total consumption of meat and grain could not change, or even decrease, and then the conclusion can not be drawn.

这个可以使用排除法。

原文：收入增长，corn不涨，需求肉多，所以需要进口增加；

选项：
A、corn亩数下降。原文没有排除
B、人们在食品上的花费问题。原文没有，排除。
C、平均消费肉的比例上升。原文没有，排除。
D、肉生产者平均收入快于谷物生产者。原文没有，排除。
E。

排除了ABCD。所以选择E。
