A total blockade of Patria's ports is necessary to an embargo , but such an action would be likely to cause international discord over the embargo.

explain: the necessary condition for success is a high degree of international accord, not unanimity, so this conclusion cannot be justified.

我的问题如题，unannimous 和accord不是都表示一致的意思嘛？？为何这个选项不可以呢

我的理解是unanimity>a high degree of international accord
如果accord是完全无异议，一致的话就不用加a high degree了，这个地方既然加了就表明只是高度的一致，而不等同于完全无异议（unanimity)
