extent这里的意思是“程度”，所以extent to which是“到...程度”的意思。

如果表示程度,which后面的从句并没有给出程度的解释呀,似乎更象是对红移这种现象的描诉;所以我觉得不应该是程度:为什么只能用to which而不能用that呢?OG里仅仅简单代过,没有解释

1. to the extent是个固定用法. 如果用了that, 那么to就没有了, extent无法还原到从句里去了.

2. which从句是定语从句, 起修饰功能, 不是解释功能. 所以这里没有必要对extent作解释.

这应该是习惯用法吧。

定语从句修饰的对象都是名词，所以在定语从句里面不是主语就是宾语。如果修饰对象是介宾结构里面的宾语，那么引导词不用that, 而是prep. + which.

另外, 从这道题来看, to放在前面似乎会被认为是主句里面的denote to, 而不是从句里面的to the extent.

to是与shift连用的，即也可以将to移回，即the extent  which light from a distant has been shifted to towards，只不过此时本题，句子结构就不清晰了。
