I think "key words" are very important when you are trying to figure out an answer. as in this problem, a plan to convert several unoccupied office buildings it owns in Cenopolis into hotels in order to maximize its revenues from these properties. the goal is to maximize the revenue from those unoccupied office building. right now they are vacant (no revenues), so if you convert them to hotel rooms, they will be utilized no matter how much revenue they can make as hotel rooms, must be better than nothing. But what if office buildings are becoming needed by a lot of buninesses in the near future? so they will be occupied as offices and make revenue.
