Please see definition of "common resource" in Economics book
A common resource is one which all may use. An example of a common resource is an unrestricted ocean fishery. Each fishman will fish in the ocean at no cost and will have little incentive to maintain or improve the resource. Since individuals do not have the incentive to maintain or improve the resource. Since individuals do not have the incentive to fish at economically efficient level, over-fishing is the result.

Based on the definition above, the analogy of No.1 Q is the air above NA. (Personal opinion)

In the passage, the author gives some examples:
“In the course of his essay, Hardin develops the theme, drawing in examples of latter day "commons", such as the atmosphere, oceans, rivers, fish stocks, national parks, advertising, and even parking meters. The example of fish stocks had led some to call this the "tragedy of the fishers".[6] A major theme running throughout the essay is the growth of human populations, with the Earth's resources being a general common.”

Therefore, the answer is obvious: Air above NA

貌似有回忆是air current气流
我还是偏向于air,因为阳光取之不尽用之不竭(within 5 billion years)而且没有过度使用的困扰。
