求教OG第12版逻辑92题，为什么retailer第一年歇业那个proportion第二年就恢复了
请哪个雷锋解答一下

In the country of V, the past two year's broad economic recession has included a business downturn in the clothing trade,where sales are down by about 7 percent as compared to two years ago. Clothing wholesalers have found, however, that the proportion of credit extended to retailers that was paid off on time fell sharply in the first year of the recession but returned to its prerecession level in the second year.

因为那些真正影响paid off on time 的人们第二年不干了~~所以整体的就提上来了~~

因为经济危机之前就有困难的人第二年已经破产不干了~
