逻辑链以前因为非法捕虾的船多了合法捕虾船捕到的虾就少了现在尽管合法捕虾的水平没有下降但是和以前相比合法的捕虾量少了 9000ton 结论：是非法捕虾的多捕了 9000 ton

a取非：非法捕虾太过度了导致总的可以被捕的虾量减少否定了文章是因为非法多捕虾的这个原因
