Their biggest concern is the English skills of international students. The speaking English of most Chinese students without experience in English-speaking countries is really weak, while many programs require phd students to teach undergraduate courses independablely in the third year. That's also the reason most international students would be interviewed before admitted.
The problem is, although LZ shows no idea about acc Ph.D application, he or she can try, coz LZ may hold a US master degree. Although some CDers with only Bachelor degrees, including me, know the application story, our chance is still tiny. US schools prefer Ph.D. applicants with US master degree. I don't know why US schools motivate    h.D. applicants spend thousands of USD to hold a job-oriented master degree first.
