decreasing sales in tobacco use can lead to decrease in smoking-related health problems. According to A, All health care is government-funded, therefore, revenues lost from selling tobacco can be gained from reducing healthcare costs.

还是不解,这里并没有说到healthcare costs的问题啊,这样推岂不是跳得太多了?
