当时看了半天,实在不知道该选什么,就猜了D,但最后答案是B~~

原文大意——

因为政府机构控制运输不可能提高票价,降低费用。而私营化则会一往无前地追求利润,因此私营化不必用政府基金去贴补运营费用。

所以,作者认为,私营化好,是因为其profits would be vigorously pursued,不会受到政府影响。

答案B正确。

D选项意思是,公众会通过私营化运输公司削减开支的计划。无关。

我觉得这道题目原意并没有表达作者的观点,他只是客观的表明如果不由政府来运营的话,可以不必用政府的钱。

D 最明显的错误在于the public根本没有表达任何看法,而D说公众会赞成公司运营的话,成本会下降。

而B 却非常客观,政府收费因素并不能保证公司的收入>运营成本。

B 从逻辑上来看最好,因为它试图切断你的一个错误假设:如果由公司来经营的话,必然能够cover operating costs。此假设不成立。所以,B is the most relevant option
