当时看了半天，实在不知道该选什么，就猜了D，但最后答案是B~~

原文大意——

因为政府机构控制运输不可能提高票价，降低费用。而私营化则会一往无前地追求利润，因此私营化不必用政府基金去贴补运营费用。

所以，作者认为，私营化好，是因为其profits would be vigorously pursued，不会受到政府影响。

答案B正确。

D选项意思是，公众会通过私营化运输公司削减开支的计划。无关。
