The cash value of children rose during the 19th century because of changes in the way negligence law assessed damages in accidental-death cases.

划线部分百思不得其解。请教高人！

negligence law 对过失致死案件中“损失”的估计的转变，使得孩子的价值在19世纪增加了。

in the way....cases是修饰changes的。其中，negligence law assessed damages in ... cases修饰the way.
